The whole "finding fossils" thing is just a way to gain parts and DNA points at the beginning of the game since you cant fight well at first. And this guy still has his eyes from the Cell stage, but he has gotten some legs, You might be able to take the DNA points left over from Cell phase to edit your creature with basic parts before starting the creature game. By the looks of it, This player had enough points to add a pair of legs.
