You can't make creatures that big but once you hit the Civ phase some creatures get "epiced" (made bigger and stronger) and they will sometimes attack your city.

I read in an article that though you have big creatures the EPIC ones are simulations created by your UFO to scare other species and if you see in the picture a laser is connecting the monster to the spaceship
