I am talking about maxing all of the stats to have 23/20/20/5/50.
I've personally made 7 of them and tried to upload them 20-30 times none of them will appear on my sporpedia page even though they are in my CC.

You're right, just because they use the tag 'max stats' doesn't mean that they actually HAVE max stats, but if you download some of them you'll see that quite a few do. Let me find you an example quick....
