Maxis is a part of EA since 1998, it was owned by EA even before he made the first Sims, this was only a financially beneficial change that they put it into a different division of EA, now.
But Will Wright didn't ever work on any sequels, or expansion packs, not even on The Sims 2, or at least only with a few advices. If you watch the credits for The Sims 2, he is only mentioned as "special thanks for making The Sims".
His job is to create new games, and genres,(usually both at the same time), not to add x feature, and implement y graphical engine.
Afaik, after he made Spore, he will retire, because this will be the sum of all of his previous works, so this would be pointless for him t
